Welcome to the Community and Economic Development Department's website. Our mission is to provide citizens and businesses easy access to information and links relating to approvals, projects and programs administered by staff in community and economic development.

Our hope is that you find this information valuable, streamlining the process in making the City of Warren a positive place to live and do business.
Community Development Programs administered by the Community and Economic Development Department (CED) are funded through grants from the U.S. Department of Housing and Urban Development (HUD). These grants include the Community Development Block Grant (CDBG) Program, the Home Investment Partnerships (HOME) Program and the Neighborhood Stabilization Program (NSP).
The federal government makes these grant funds available to provide decent housing, suitable living environments and economic opportunities for low and moderate income Warren residents. The programs undertaken with these funds were developed to implement the city’s 2011-2016 Housing and Community Development Consolidated Plan, which includes the following objectives:
- Preserve existing low and moderate income neighborhoods.
- Preserve existing single-family homes occupied by low or moderate income households or located in low and moderate income neighborhoods.
- Provide opportunities for low and moderate income households to purchase decent affordable housing.
- Provide shelter and support services for the homeless.
- Provide homeless prevention services for Warren residents.
