Welcome to the Community and Economic Development Department's website. Our mission is to provide citizens and businesses easy access to information and links relating to approvals, projects and programs administered by staff in  community and economic development.

Please use the navigation bar on the left side of the page to quickly access information and plans for Community and Economic Development projects such as the Neighborhood Stabilization Program (NSP) and Homes for Sale, and information for related agencies such as the Downtown Development Authority (DDA).

Our hope is that you find this information valuable, streamlining the process in making the City of Warren a positive place to live and do business.

Community Development Programs administered by the Community and Economic Development Department (CED) are funded through grants from the U.S. Department of Housing and Urban Development (HUD). These grants include the Community Development Block Grant (CDBG) Program, the Home Investment Partnerships (HOME) Program and the Neighborhood Stabilization Program (NSP).

The federal government makes these grant funds available to provide decent housing, suitable living environments and economic opportunities for low and moderate income Warren residents. The programs undertaken with these funds were developed to implement the city’s 2016-2020 Housing and Community Development Consolidated Plan, which includes the following objectives:

For additional information about programs under our Consolidated Plan, please visit the specific program pages found on the navigation bar to the left.
